ILO-China PLC Training Tackles Cambodia's Automation Skills Gap

Southeast Asia's manufacturing boom is colliding with a critical shortage of programmable logic controller (PLC) programming talent. As Cambodia races to modernise its industrial base , now home to over 3,300 large-scale factories and attracting US$27.8 billion in total investment , the ability to deploy, maintain, and troubleshoot PLC-driven automation has become the single greatest determinant o

From 3 to 14 August 2026, twenty-five Cambodian technical and vocational education and training (TVET) instructors gathered for an intensive, hands-on

, an initiative backed by the International Labour Organization (ILO) through its China Partnership Programme. Running in parallel with a Digital Construction Training Programme of equal size, the two-week course targeted the exact skills deficit threatening Cambodia's industrial transformation ambitions.

The programme focused squarely on the programmable logic controllers that underpin modern factory automation across sectors , from automotive assembly and food processing to electronics manufacturing and packaging. Rather than abstract theory, instructors worked directly with industrial-grade PLC hardware and programming environments, building the muscle memory required to train Cambodia's emerging workforce.

This approach , often termed "train the trainer" , multiplies impact geometrically. Each of the 25 instructors will go on to train cohorts of technicians and engineers across Cambodia's TVET network, cascading PLC programming competencies into hundreds of workplaces within the next two to three years.

"Train-the-trainer models represent the highest-ROI intervention in emerging industrial economies. A single well-trained instructor can produce 50, 80 competent PLC technicians annually. With 25 instructors now equipped, Cambodia could realistically add 1,000+ automation-capable workers to its labour pool each year , directly addressing the skills bottleneck that has constrained manufacturing expansion across the Mekong region."

Cambodia's industrial trajectory has shifted decisively. The Ministry of Industry, Science, Technology and Innovation (MISTI) reports that large-scale factory investment surged more than 25% year-on-year, with the government explicitly urging businesses to embrace artificial intelligence, automation, and digital technologies. As of mid-2026, over 1.3 million workers are employed across the country's manufacturing base.

This is no longer a low-wage-garment story. Cambodia is actively repositioning itself toward medium- and high-technology manufacturing, competing on productivity and quality rather than labour costs alone. In that equation, PLC programming competency is non-negotiable , every automated conveyor, robotic arm, packaging line, and process control system depends on it.
