A 0.65 W valve and where it lives

A 0.65 W coil tells you the job: this is a pilot-class three-way valve for low-flow pneumatic circuits — the kind of device inside analysers, dental and lab equipment, and small pneumatic consoles — where a valve has to sit on a control board's transistor output rather than a relay.
