Utilities standardized on foreign-manufactured PLCs, protective relays, and SCADA components now face a multi-year, capital-intensive retrofit. The winners will be suppliers that can document provenance, prove security, and deliver replacement control equipment at utility scale.

The order goes further than blocking new purchases. Officials can require foreign-manufactured or foreign-operated equipment to be identified, isolated, monitored, secured, disconnected, replaced, or removed , a mandate that reaches devices already in service.
Prohibit acquisition, importation, transfer, or installation of foreign-produced equipment.
Compel identification and isolation of suspect bulk-power system devices already deployed.
Require monitoring, securing, disconnection, replacement, or removal of equipment.
Review transactions involving covered foreign entities for unacceptable security risk.
