2. Why does my temperature continuously overshoot the Set Value (SV) by 20 degrees?

You need to activate the Auto-Tune (AT) function. The controller will force a few thermal cycles to calculate and save the optimal PID variables automatically.
3. The OUT indicator lights up, but my heater is not getting hot. Why?
The controller's output is purely a control signal. If your HE-293 has a Relay output, it acts as a switch; you must route external power through those contacts to your contactor. If it is an SSR output, it only outputs a small 12VDC pulse. Ensure your external Solid State Relay or AC Contactor is wired correctly and receiving power from the mains.
